Let's say that both the B21 and B2 have the exact same radar profile, and size when picked up on AESA. But the B2's cost per flight hour is ten times that of the B21, on that metric alone you can see the advantage.

The B21 is much less expensive.
>Manufacturing speed
We know there are three built already, but likely several more close to being finished. This may seem unimportant, but it's infinitely better than the, "We are never building another one." that the B2 has by comparison.
>Number
The B21 is more or less firmly stuck at no less than 100 units, and the Air Force is pushing to try and increase that to no less than 150. You can see how, even with the B2's increased payload capacity, the B21's sheer numbers nullify that advantage.
Then you have the rest, such as some of the things you mentioned. The B21 also has the ability to fire offensive missiles stored in its bays. So, it's not helpless.
