What happens if you wear 2 3a soft vests, both over and under a level 4 plate? Can you stop the world?

soft vests on the outside of the armor would have significantly less effect than placing it on the inside
the only significant effect it might have would be catching fragmentation like a spall liner, but you hardly need the entire vest to do that

against the types of bullets plates are intended to stop, you are often better served by thickening the rigid armor more than adding soft armor underneath
