Because Air force is not an actual military asset, but a status symbol for rich upper caste members to show off, because in their brain rotten by religion and caste systems, they think caste alone gives you enough skill to operate best hardware. Thats why indian military suck on multiple levels on the same or even worse level than arabic ones. Arabs at least know that being a top clan member wont save you from drone strike or ATGM while in tank.
