No way in hell, For all his belligerence he's not that stupid.
And even if he were and he really, REALLY wanted to, I'd be surprised if that order wouldn't simply be refused.
It's not like he's directly launching the nukes, rather he has the authority to order it.
And any general getting that order who's not given an excellent reason to do it (like "their nukes are already en route") is going to think

I think the choice is obvious even for the most loyal of sycophants, and if they do their subordinates will face the same dilemma.
I'd argue that's true even in dictatorships, if disobeying an order is as certain of a death as a nuclear holocaust, I still think most officers would figure there's no point in dragging their loved ones into the grave with them.
