The FBI and Homeland certainly suckered a lot of angry kids into planning terrorist attacks they could be arrested for when they tried to plant a bomb made of play-dough.

What it actually is is security agencies justifying their existence and their budgets when there isn't enough terrorism occurring organically.

If there's no terrorism, do you really need an anti-terrorist agency? Well you do if the reason that there's no terrorism is the same as why you've got no long grass hiding snakes in the yard.
They might feel like Congress needs reminding that snakes exist though, to justify paying them to mow the grass all the time.
