It's more likely an upgrade to the initial model of the Neptune missile. More fuel equals more range with the same payload, or they decided that they wanted a bigger warhead with a similar range so they went and added fuel tanks.

I recall reading that its search radar caused the satcom to malfunction so they couldn't be used at the same time, some of the targeting/fire control radars did not work and the AK-630 CIWS mounts had been suffering from electrical and hydraulic issues.

Wasn't the Osa fire-control radar one of the things listed as unreliable in the supposed maintenance report?
The naval S-300F (aka "Fort") system's radar had also reportedly failed to paint targets in past tests.

Some was offline due to maintenance, some was due to it conflicting with other stuff, some was offline because "lmao who cares", some systems were just looted by the servicemen, some stuff was closed down to avoid looting.

Yes. Also, one of the two engines wasn't running at full power, the other one not at all. Together with the rudder issues the ship was barely maneuverable
