Not really. That anon (assuming he's not bullshitting) is fighting people out of boredom. He's in it for the fight; not robbing or killing, neither. He's not fighting fair, but he's fighting his own (insane) battles. He's chaotic neutral, if anything.
Niggers will try to fuck you up because you made eye contact, or brushed past them, or because you didn't make eye contact, or because they're in a bad mood, or because their friend double-dog-dared them to do it.
