It may be a factor, but not really. If we cant get enough tungsten to issue M995 we can just use DU, because if we get in a peer war (ie, one where lvl4+ body armor is commonplace enough to care about) that drags on so long our tungsten stocks are depleted, its at least to some extent existential and so environmental and humanitarian concerns are way secondary to winning.

Even with the boutique round known as 6.8x51mm, tungsten is needed to consistently penetrate level IV plates.
