Why reinvent the wheel if someone else is really good at wheels?
Just look at what they do and work out why they do it that way.

It makes perfect sense that they'd recreate the helo, they probably learnt a lot about stealth by doing it.
Creating the compound is some dedication but in the scale of the PLA budget, not a big investment, it's probably just cast concrete and it's not like China lacks experience building cheap concrete buildings.

The ones from the Osama raid were ostensibly from a cancelled black project and the only two of their kind, but no real guarantee that was the truth. Comanche iirc was cancelled more for being too expensive for a capability no longer deemed necessary more than for efficiency. Also if memory serves a decade or so ago when this was a much fresher story I believe a publication found some evidence that USAF or SOCOM was spending money on either a fresh look at the concept after they proved useful for the raid, or possibly the program was never actually discontinued just put on the back burner.
