If you have good EW and ECW, does stealth matter as much in a plane?

Yes it does, it’s why every country with a serious aviation industry and a few without are building or attempting to build stealth aircraft. It’s also not really an either or thing, a very stealthy aircraft can get better results than a non stealthy one from an order of magnitude less jamming power.

Stealth works by keeping your radar return below the noise floor of your opponent's radar. EW artificially raises the noise floor by flooding the radar with gibberish signals. These two technologies are best used together

A stealth aircraft is useless against a well-equipped country.
The french Nostradamus radar was already able to track B-2s in the 1990s during the Kosovo War. A radar of this type, aided by passive radars and infrared detectors well dispersed across the territory, can destroy any aircraft, especially the F-35 with its nozzle visible from 100 km away.
The truth is that the F-35's stealth coating is crap. It does not withstand supersonic speeds, bad weather, or outdoor storage very well.
Fortunately, the US currently has the excellent F15-EX Eagle II, because they will need it in the future.
A stealth aircraft can be replaced by a cruise missile. We can see this in Ukraine.

yes, the rafale proved this when their Electra EW suite did fuckall against the PL-15.

reasoning:
