does this ammo even qualify as a "fixed cartridge" legally?
it has no case or primer, it's just a hollow bullet full of powder.
if not, this would technically be a muzzle loader and unregulated.
which i suppose it is since the bullet is fed from the front of the chamber, it is de-facto not breech loaded.

Unfortunately, no. Muzzleloaders are unregulated because they do not use a fixed cartridge, not because they're muzzleloaders.

To get around the law, you'd need a weapon that has no cartridge at all and separately loads powder and ball. Which is definitely possible, as there were some historical repeating flintlocks that had a magazine of balls and a separate reservoir of powder, with a mechanism to reload the chamber with the pull of a lever. Using modern smokeless powder and a gas system, something like that could be made to function as a quasi-legal machine gun.

What would be a good way of keeping the fouling down to a minimum? High quality powders is one, but would a different kind of metal for the barrel keep the carbon from sticking?

Check this out: HK NBW, caseless handgun using technology from the G11. Has a translating rather than pivoting chamber, external propellant cartridges, and a concussion primer.

I really like your design OP. I thought internal propellant caseless was better than external propellant caseless or polymer CT for handguns for a while, but I had different ideas for the action, including gas-operated locked blow-forward.
You might want to slightly modify your illustration to make the grip angled though. Your feeding mechanism lends itself well to straight magazines inserted diagonally. Push-through feeding eliminates the need for tapered cartridges too.

it doesn't eliminate the need so much as it makes tapered cartridges impossible.
tapers are actually good for packing more powder behind a smaller bullet.

That's really an advantage of bottlenecking rather than case taper. P. O. Ackley reduced taper for more capacity after all.
I think this is the main point of comparison for internal vs. external propellant caseless. Internal propellant benefits from a larger diameter bullet, much like a straight wall handgun cartridge case, while external propellant caseless like the G11 benefits from having relatively small diameter bullets, which lacks an immediate analog in cased ammo but resembles bottlenecked rounds in usecase.

i was thinking of taper more in the sense that there is any diameter difference between the bullet and case but yeah no bottlenecking is really what i meant.
i think a hollow bullet with a heavy wall could be good, similar to the principle behind aluminum core 7.92 cetme.

It's clearly not, but it will counts as one legally anyway. Daisy made a gun this way forever ago and the courts decided that it was legally a firearm because fuck your rights.
