Poland didn't have a bad army, far from it.
it was 2/3 the Heer forces it faced but it wasn't as heavily equipped due to Poland being less industrialized. By all accounts it's officers and men accounted themselves well.
but it did have a government that made some in hindsight bad decisions
it counted on the Brits and the French to open up a second front but knew that would take months, because they had told them that.
but they also insisted on fighting on the border instead of more defensible interior lines.
they also didn't account for having to deal with a second front (not they could have dealt with it really).
if it had gone up against the soviet army in 1939 instead of the German they'd have held for several years.
