I don't think it will ever get to that stage. The system is robust enough that they can destroy trans lives across the country, and the general population would be okay with it. Doing something so blatant as executing someone for being trans is not what you do publicly or so early on. Like in Nazi Germany, most Germans weren't aware of the mass killings at concentration camps. But they tolerated discriminatory laws, wearing armbands, forcing them into ghettos, and eventually into work camps.
