What are your thoughts on the following philosophy

Well firstly its philosophizing, not an entire philosophy. Truly kind is subjective and in the way the person quoted uses it, very weird. Not to mention dysfunctional for any healthy relationship, since it's healthy to have things you value and "mistreatment" can include jeopardizing those thing. In which case this is only a suitable standard for someone with nothing to lose, which means no one. The person you're quoting seems highly stupid, manipulative or abused. A clinical psychologist would agree.

If you mistreat me, I give the same treatment back, sometimes multiple times fold. People who wrong me often act like the victim when I give them a taste of their own medicine but I simply don’t care. They shouldn’t have crossed me to begin with when I’ve been nothing but nice to them previously.
