The other major thing is that they have no plan to deal with nondistributable licensing agreements and even admit that those will have to be grandfathered in and more laws will have to be passed in order for the initiative to even work. Making it so all software in the EU can't have traditional licensing pretty much kills software development in the EU so that's never going to happen
