For some it is, but definitely not for all, there are many cisgender crossdressers and drag queens, there are even cisgender femboys, but the femboy identity tends to go much deeper than crossdressing or doing drag, because it's a GNC identity, it's kinda hard to discern if you want to live as a man or become a trans woman/transfem when you're a femboy, I guess if there's noticeable dysphoria and if it starts to get worse over time, it's a good call to consider committing to transition.
