I really think seven is just them playing it safe, at least when it comes to most circumstances. For example in AB, a new surgeon just started practicing in Edmonton, and more could always come. That said, people get unlucky and stuck on a waitlist only for their assigned surgeon to quit, moving them to the bottom of another surgeon’s waitlist, who could also quit while you’re on it, resulting in an insane wait time.
