It is clear we need to introduce PP tests. If a tranners PP works, sent to men's prison, if PP no worky no rape is possible, so tranner can go to women's prison. The problem is, you find a single trans/black/Arab/Chinese person offensive, and suddenly that is enough for you to be a phobe/ist.

What they mean, is that the level of risk should be to the individual, and not the group.
If you had a big, fat, hairy transwoman that perved over women repeatedly, and perhaps even SA'd women, it would not be in the best interest of women to house that person in a women's prison.

However, if it was a male-attracted transwoman who happened to put a lot of effort into presenting as female, it wouldn't male sense to have them in men's prison as the risk would be pushed more/entirely towards the transwoman.
