To my knowledge, this a very US-American thing because of theorists like Mary Koss that classified all kinds of rape when it comes to women being the victims but couldn't imagine a man being victim of rape by a woman.
As another poster said, even under more general jurisdiction, women are not the majority of rapists which is also a trend in sexual violence. And I think, one major reason is that women often don't get into situations that could result in rape or that would lead to a court case.
Of course, rape is still a big societal problem, so I don't want to make excuses for male rapists here. They still have to learn more awareness to certain relational dynamics to avoid becoming an offender.
