I've often come into situations where strange women kissed me one the mouth without asking for allowance but I don't really care about that. I think most men couldn't act this way without repercussions. So I'd argue that women can be as aggressive as men concerning sexuality but this aggression is societally more tolerated from women. Which also becomes a problem when women are accused of sexual violence - the few victims that don't consent are simply not taken seriously.

To my knowledge, this a very US-American thing because of theorists like Mary Koss that classified all kinds of rape when it comes to women being the victims but couldn't imagine a man being victim of rape by a woman.
As another poster said, even under more general jurisdiction, women are not the majority of rapists which is also a trend in sexual violence. And I think, one major reason is that women often don't get into situations that could result in rape or that would lead to a court case.
Of course, rape is still a big societal problem, so I don't want to make excuses for male rapists here. They still have to learn more awareness to certain relational dynamics to avoid becoming an offender.
