I am just stating the rationale the laws are based upon generally for people who seem confused by them. Dogs are commonly euthanized for violent behavior, sometimes mandatory after it attacks a human.
The owner is allowed to make that call on a farm before it attacks a human, and she did have a lot of experience. It may be completely true that she is a dog-hating psychopath, but there are no eminent facts to suggest she did anything out of the ordinary or without rationale. My point was simply to explain why it is legal.
Likewise, I am sure there is different local ordinances for urban areas. I doubt someone renting a duplex can simply shoot a dachshund in the driveway just because it doesn't fetch.
And it is also likely, to your point, that she may have been legally liable for the neighbors lost chickens. I don't know if the neighbor pressed any legal action on that or not.
