the difference between a transvestite and a transsexual is a transvestite does not pursue srs because they're congruent in sex as they identify as males. hence they don't believe srs can change their sex.
they popularized the term transgender as a means of making transvestism more palletable to society whilst undermining the sex changes of transsexuals as they see themselves as the same thing. the reason they're not the same thing is they don't want srs. it's that simple of a threshold. transvestites don't do it. that's why they're just transvestites and not transsexuals.
