The problem isn't just the exploration it's that people who are (who train themselves to be) "attracted" to the characteristics of a child will always eventually seek that exploitation. Yes always.
There's no evidence for this though. Studies have suggested the majority of adult men show arousal responses to teenagers, and yet most of them aren't rapists. The number of closeted peds is completely unknown. Seems like "guilty until proven innocent" to me.
Imagine if there was a word for "person who has thoughts about killing someone", which is something most people have felt at some point. If it was excessively medicalized and pathologized as a discrete category while ignoring society's ambivalent attitude to violence, you could easily make it into a construct of uniquely volatile demon people. But that's now how humans are. Most people are capable of violence under certain circumstances just like most people are capable of mistreating animals or violating people's consent. In fact, around half of chiId abusers dont qualify as particularly attracted to them in forensic psychology, because rape is always sonewhat about power and not just finding people hot
And restricting drawings isn't going to stop anyone having inappropriate attractions either.
