The only thing conservatism implies is that you have things within society that you wish to preserve.
It is a relative label that means different things in different places at different times.

However, many right-wingers oppose it because most of the benefits are gobbled up by the cities and they prefer to spend their own money within their local communities.

Look up who does more volunteer and charity work between conservatives and liberals.
You'll find overwhelmingly conservatives do more in those areas in terms of financial contributions and hours.
Not even for accounting that those conservatives tend to be poorer than those liberals.
