The idea is to make a trans israel like thing. It seems relatively habitable and suitable for colonization yet currently no one (or only like 50 people) lives there.
A few wealthy trans donors or a semi organized movement would be enough to get the ball rolling. Am somewhat worried if it got too big too fast the French government may crack down but if it's just a few trans who apply for French refugee status, are granted it, and move out there (or to Reunion then there) I'm not sure big issue.

Yea it makes sense it'd be by boat. But the remoteness it to me part of the appeal.
