No, because there are short cis men, but the effects take time. Even if you're taking testosterone cypionate or durateston, you'll have to hope your genetics are good, because otherwise... it will take a long time! Years.

Exercise helps, and eating right too. Try cutting down on sugar, eating more protein, and trying a ketogenic diet. Do voice training.

And always, always, get routine checkups every three months.
