it's quite safe, just put it on the side of your neck over the muscle, and make sure the prongs aren't too long and poke deep into your neck. You want the electricity to travel through your skin to cause pain, but it should be as shallow as possible. It's much safer that way over putting it on the larynx or spine.
sometimes you hear people say that shock collars are inherently dangerous and can't be used on the neck, but I've never heard of a single medical report or case study demonstrating someone actually getting hurt from it.
