The West isn't even the primary neocolonial power in Africa anymore. China and Russia are, while France has withdrawn from most of the continent. Also the UK gave up their colonies 80 years ago. Spain and Portugal are completely irrelevant and never stayed wealthy enough to have a heavy hand in Latin America. Most of Europe never had colonies at all.
