This is quite common for ancient rhetoric. Even written exercises were often written as a speech at the agora or forum, when it was considered completely legal to twist the opponent's arguments, bring them to the point of absurdity and ridicule. (As it is now, by the way). He is simply a son of his time, very talented.

I think it's pretty telling that Augustus didn't stand in the way of Cicero's reputation getting rehabilitated in the aftermath of taking absolute power. I always like to think Augustus maintained genuine affection for Cicero and signed the proscription because he felt he had no other choice.
