he's referring to the NPC test which you have failed to pass. if you get asked what would you do if you didn't have breakfast this morning the reasonable answer would be getting food. but the NPCs always answer "but I did have my breakfast", showing they are incapable of abstract thought which is something you need for solving hypotheticals such as OP.
