i read pretty much all of his short stories as a kid sitting in a juvenile prison cell (not juvie mind you)

Many people, Americans included, read based not on literary quality but on who reads these books. They base their opinions on the experts, on the explorers. That's why Poe wasn't taken seriously until Baudelaire translated it. That's why Max Lawton translates from The Untranslated's blog. They need to know they're reading something with a good reputation but rarely do they go to find these gems.
