Yes they are. Even fetuses have been observed masturbating and experiencing orgasm in utero. Kinsey found that even in a sexually repressive Western context, the majority of people had their first sexual experience, and first experienced orgasm, before puberty. All of the great apes engage in sexual activities before puberty, including humans. As far as penetrative activities go, in some cultures, coitus with pre-pubescent girls is so normalized, it is actually believed that it is a necessary requirement for attaining puberty. A child's body is perfectly capable of engaging in sexual activities; their bodies, much like adult bodies, are designed for sex. Humans are sexual beings from birth.

This is pseudoscientific nonsense, sex is not harmful or corruptive. There is no association between consensual adult-child sex and maladjustment. Secondly, even coerced and non-consenting sexual activities are not strongly associated with maladjustment; studies which use representative samples and control for confounders find that the association between "child sexual abuse" and harm is weak. Sexual activities are not a major cause of harm; this is a medicalization of anti-sexual prejudice.
