It' not about Economic Theory in literary sense. It' more about State craft and related theories. For example - How a King should behave ? What should be his primary duties ? What should be the parameters to be a king ? It' basically Art of War, but not about only war but everything related to state craft. Kautilya dedicated a whole segment to Municipalities and their officers.
The only economic part of this book is the taxation part.
I wouldn't say that our Ancient people invented economic theory or machiavellianism, cause that existed in other civilizations too. For example - Greek Civilization. But it was definitely important.
Read Megasthenes for better understanding of this as he happened to live in India at that time.
