As an agpfag for me, it's probably the latter. I know it's hard to wrap your head around if you're a normie but AGP really is primarily a straight man's fetish, a fetish for deeply perverted straight men. as an official tranny myself who used to identify as agp, here is the idea most trannies have of it. AGP refers to the fact that some heterosexual men are aroused at the idea of being a woman. The guy who coined the term explained that it was the reason some straight cis men wanting to transition into women - because it arouses them.
AGP is simply one of the concepts used to explain this phenomena.
Modern trannies simply believe that this arousal is caused by gender euphoria, meaning the satisfaction doing something in accordance to one's gender, which is the opposite of gender dysphoria, a clinical proven symptom a lot of transfolks experience. Gender euphoria can be experienced by anybody and can involve arousal, it's just your body being happy about something (see pic related)
The modern explanation is considered better for a couple of reason, I'll list the ones that come up to me in a random order. The first is that the agp thing has a pretty weak scientific basis. It was coined by some scientific whose name I can't recall based on the study of 30 people over a couple of years, which is barely sufficient to make strong claims in basic academic standards. On the contrary, gender dysphoria (and on the reverse side, gender euphoria) as been observed in multiple ways in way more subjects across the years and across the world. Another one is that the classification of someone as agp (heterosexual fetishist) and hsts (the homosexual counterpart) is based on sexual preferences which can shift during one's transition (as observed again a lot in reality), throwing the whole classification apart. Also, it doesn't account for bisexual people either.
Finally it's kind of bullshit because as you express your gender 24/7 in a conventionally feminine way, you lose all arousal in that and it just becomes a natural part of your existence, which shows autogynephilia is not an immutable condition unlike every other fetishes
Only closeted transwomen use the word agp and hsts these days anyway. It's purely social conditioning forcing them to consider transitioning as an unforgivable sin and a fondamental betrayal of your own gender. Hence it's easier living as a sad fetishist though belonging to what normies think like should be like than accepting yourself, being happy and free to consider yourself however you want
Finally most trannies who understood what everything is all about would know that anyone is free to identify however they want, be it AGP or not (otherwise it's self-contradictory). You shouldn't however call someone that unless they explicitly identify so.
