basically Zeon vastly overestimated how much of an actual need for a Wet Navy they'd need on Earth, meanwhile the Federation realized pretty quickly that with air and space travel being readily available they barely needed to control the oceans outside of the immediate areas surrounding their major ports, so they mostly stuck with conventional naval and aerospace methods of naval combat and only lightly dabbled in doing aquatic MS(with theirs being pretty much just relatively minor revisions to their existing ground MS), to the point that after the OYW the Federation Navy was playing softball with various marine based Zeon Remnants so they'd continue to be a reason to justify the continued existence and funding of a Federation wet navy in the first place

It is kind of ironic, the Federation only really ever developed the Aqua GM during the OYW, didn't go any farther than that, and got their asses kicked progressively harder in aquatic environments during successive rebellions and terrorist attacks. But it never really mattered because being able to control land and space was more important, and the Federation never really lost control of space.

It's a funny case of the Federation and Zeon each beating the other on their home turf.
