Well.that's a semantic question. It was designed by a global team of successive engineers using a supercomputer in space but custom built for an ersatz Kurdish guy and designed around a fighting style he learnt from a guy called All Al-Saachez. Is that enough to call it middle eastern?

Tuned and calibrated for him maybe, but Setsuna had no input on the Exia's design. He wasn't even the only candidate being considered to pilot the Exia.
