I saw Zeta when I was a younger teenager initially, and assumed this guy was just a preview into the bluntness of the adult world.
Every other character seems to respect his authority and decisions and he mostly seemed to be there to teach Kamille some humility.
But now that I understand that he was essentially just an Anaheim Electronics pencil pusher sticking his nose where it didn't belong, I feel like I actually understand the character less, and it kind of lessens my respect for Bright and Quattro, letting someone like him go over their heads and supersede their direct authority over subordinates.

Something that could get soccerkicked into smithereens by any full sized MS. And he also stays in Granada as the colony is falling convincing the governor not to evacuate the city to protect the AEUG's reputation because Granada is like the AEUG's homebase. He's fully invested in the AEUG's war effort.
