Because of Anno's rumored lack of involvement and the amount of Eva references in the show, I don't trust what's being said about it.
This is not to say I believe Anno is secretly involved more than he really claims, but clearly the plan was to do an Eva retelling in the Gundam setting.
Hell it might even be Tomino that wanted that.
But it's silly to pretend Anno's not at all connected to the Eva references his studio is putting into the show.

It's not like Anno's the only guy at Khara who worked on Eva. Tsurumaki's directing and doing a bunch of storyboarding, Yoji Enokido's doing the bulk of screenwriting, Yamashita on mecha design, and Mahiro Maeda's contributing storyboards for a few episodes. Plenty of people with a history with Eva besides Anno
