Deikun was making the safest bet imaginable really. He was using the idea of "hey if we stay in space long enough we might adapt so well to space that people from space and earth will be distinct, so we'd better pre-emptively reorient society in such a way as to decouple the people of space from the decision making powers on earth so we can nurture this eventual new type of humanity"

Which is a really not so sly way of justifying spacenoid secession from the Earth Federation government.
