If you think about it, it's true. At least, it is from his perspective. He's the legitimate heir of Zeon Deikun's legacy. House Zabi betrayed him, not the other way around. Axis is an attempted revival of the Zabi dictatorship, and just as guilty of that betrayal as the failed state they're trying to recreate.

I wonder if it's a matter of definition.
I've heard that in Britain when you say something that is untrue it's "lying" even if you're not aware that what you're claiming is wrong.
In the same way some definitions of 'betrayal' have various qualifiers, like whether the person you're betrying assumed you were loyal in the first place and whatnot.
