It's just like in the USA, Japan workforce pay became costly since the 80's and people flee to the better paying jobs. Also because since the age of digitalization, the suits think you can make more animes in the same time. You can fudge transformations of parts of the human body that you can't really with mecha because people pick up the geometric inconsistencies more easily. Organic animation is built on exaggeration whereas mechanical animation is based on precision (to a degree; of course you want to hit a certain level of precision and then have it be slightly off for dat sovl).

And to be honest, I don't know if the japanese have the ability to taught it. There are a lot of heavy detailed and technically good works by foreign animators that can be squared on the anime pipeline and most of the AD prefer to chop it down or just decline it, instead of give the corrections to the animator. There is also a lot of cultural bagage involved but more than 10 years have passed since the debut of Chengxi Huang as the new face in anime and nobody has reached the same status on mainstream anime. Unless you are counting Abel Gongora.
