This is the heart of why Tomino could get away with what he did: no one cared enough about the toy commercial vehicle itself, only that whatever it did sold toys, because this was a time when anime was seen as glorified toy commercials and little else and any exceptions to that narrative (YAMATO) were just that, mere exceptions.
So while Gundam absolutely choked in its intended purpose of selling toy figures, it gave Tomino the opening to tell the story he wanted to tell, which itself created some of the conditions that allowed for Gundam to be reborn as a plastic model vehicle that occasionally tells stories worth enjoying for the sake of the story and not just an excuse for model kits. Mind you, along the way Tomino was sure as hell making sure to give Bandai as much grief as possible for trying to succeed where Clover failed, because he just loves to troll producers who don't breathe down his neck enough.
