Anyway, what probably happened is that even though there is no anime by that name during Dougram's airing, it was probably already an idea in the director's mind. Anime are usually pitched to many producers before one finally agrees to produce it.

The answer would be not many? It's mentioned once in Cybernetics Guardian because it was the name of a machine, and then there's the Genocyber anime in which the name is only ever said by the narrator during previews IIRC. According to Ohata himself, "Genocyber" was the working title for Cybernetics Guardian, however it was not used because Tony Takezaki was using the name already. It was then a pretty big coincidence Ohata ended up directing an anime based on Takezaki's work.
