Here are your starting places, these two stories are standalone and don't really reference each other. You could watch them in either order.

Gundam F91 (1991 movie)
Victory Gundam (1993 TV series)

Gundam F91 has some manga that take place before and after. The Gundam F90 (1990), F90FF (2019), and F90 Cluster (2024) mangas explore the ~15 years before F91 and the technological buildup. Crossbone Gundam manga takes place in the period between F91 and Victory and then beyond. These mainly follow their own different set of characters and aren't direct prequel\sequels, they're more just to flesh out the era.

Victory itself has like one or two manga, and they're fairly short. One serves as a sort of a side-adventure for the main character at some point in the middle of the series, and I forget what the other one is.

I always heard that F91 was a hastily cut together compilation of 13 episodes of a canceled show, but I'm reading on Japanese sites that it was always intended to be a theatrical film. So what the hell is with the pacing issues?

F91 colony scene is still one of the best in the franchise. It's so chaotic and it succeeds in that survival dread that most gundam series don't really do that well.

The Japanese wiki page has a quote with a source that mentions although the tv vs movie decision was made at the start, they still planned the movie's story like it were going to cover the first 13 episodes of a tv show.

Also, there were probably still production issues completely separate from any tv vs movie converasion. After the original 115 minutes movie they also released a 120 minutes version.

If you want a real answer I think it's because it was part of a double feature and they were only able to dedicate so much time to it so they GOTTA GO FAST to help along the story beats. I think there is a slightly longer cut of the film but it doesn't change any of the weirder story elements.

That's not what that means. It means there are giant gaps in the story and the events that happen get the bare minimum of time to show what happens. It jumps from Seabook breaking into Cecily's window to the action scene where Seabook's dad dies with nothing in between. Logically those events would be weeks or months apart. Cecily's ascension in the aristocracy happens off screen. The love triangle between her and the two pilots (forget their names) gets 30 seconds (?) of screen time. Seabook learns to fly the F91 offscreen. I don't remember the names of 90% of the characters because we get no time with them at all. The whole thing is a sprint with no room to breathe.

This is not a knock on the movie, I enjoyed it. But I found I was making huge assumptive leaps to stay caught up to the action. It doesn't feel like it was condensed from 13 episodes. It feels like it was condensed from 30+.
