Why doesnt korea have big toku franchises like japan? people obsessed with South Korean entertainment but they dont have their equivalent of this niche?

Korea does try their hand at their own original toku frequently, but IMO, 3 points:
-Despite their enmity, they keep exporting toku from Japan non-stop;
-Nowhere near the amount of english subbed korean toku series available online, which might be increasing a little nowadays;
-This is more of a personal opinion, but I feel like Korea media, at least recent ones that became popular, does not like being seen as 'cheesy', whatever it's doing it takes itself super serious no matter the subject, even for the sluttiest gacha. And that's pretty much incompatible with the essence of japanese toku, even the most serious/dark Kamen Rider has it's moments of 'cheese'.

Also their designs are shit. And so are those of Chinese toku. For whatever reason only Japan really knows how to make toku designs that look good.

Despite Korea hating Japan all of their media is cheap copies of Japanese things.
I can't think of a well-known Korean cultural export that doesn't have an obvious and direct parallel to a Japanese thing that predated it by years, and is a better version of the Korean thing.

China has home-grown toku? How? I could understand Taiwan, because they are huge Japanophiles, but can't imagine CCP approving of men in tight spandex costumes (sissies/homos!) kicking rubber suit monsters (supernatural elements!), aliens invading (unscientific!) etc.

I think it's down in part to experience but also that Japan likes to experiment with the design more.
Beyond the problem of other nations trying to emulate Japan being mimicry, it's also that they don't push any boundaries, so they end up looking bland. China's Armor Hero has designs that look as generic as the name.
There's a whole reason for it that goes all the way back to WWII but Japanese media is one of the most creator-driven in the world and it shows. There's a reason why people talk can remember the names of Japanese writers and artists but for Chinese media people mainly speak of them in the context of the companies.

Modern South Korean popculture has very little legacy, Tokusatsu is a hard thing to just pull out of your ass.

There were attempts at Toku in both China and Korea, but they settled for CGI shows which are easier to make. Korea's Miniforce especially got big enough to have Chinese-produced Toku spinoffs.

That's why Armor Hero brought over Japanese talent (suits, suit actors, action directors) during the first two seasons, something that's probably difficult to do in Korea for cultural reasons. This Japanese involvement has also developed into a problem for Armor Hero's owners since they are now trying to market it as a "homegrown" Toku.

Toei made that for them because the toys sold so well over there, and used it as a way to sell slight remolds of the existing toyline.
They actually did they same thing with Zyuhouger's toyline, creating a whole series of alphabet blocks to go with the existing number ones, but I don't think that got extra episodes.
