I think it would be better if Newtype doesn't pilot any newtype tech like Psycommu, Bio Sensor and Psycho Frame etc otherwise it would awaken Newtype powers bullshit like we get today. Just look at Amuro and Kamille, when they pilot non Newtype MS, nothing horrible happen to them. But when they're piloting Newtype MS, weird shit happens to them like Amuro's disappearing and Kamille briefly turned vegetable

As far as I recall the way Newtypes develop isn't well understood which is why Cyber Newtypes are all crackpots and suffer mentally. So any kind of tech regarding them also isn't well understood even if the mechanics are functionally sound.

Yes. IIRC Nanai was the one who perfected the process, and Gyunei is supposed to be the prime example for Neo Zeon’s “anybody can become a newtype” line.

Technically speaking, Cyber Newtypes were "perfected" during the First Neo Zeon War, in that they successfully created a clone army of lolis, one of who lived to be eighteen and didn't constantly require drugs and psychotherapy to remain stable. Though I think sources differ on whether or not their genetic donor was a true Newtype and if that helped make the process easier.
