Things don't have to have a 'point'. That's pretty dull way of watch/read media.
Haro is there to show the nerdy mechanical side of Amuro. Plus, he is a cute mascot.
It's a common space opera archetype, characters like Analyzer in Yamato, C-3PO in Star Wars come to mind.
If you want him to be more useful, then check out Victory Gundam, he is a beast there, probably the best Haro iteration.

Ad Stella's entire civilian technology revolves around Haros. They pilot drones, mopeds, scooters, cars, trucks... I'm surprised they're not needed in mobile suits, but who knows, maybe there's a Haro in middle of them as well.
