That's correct.
That's because at that time those units weren't tied to separate licenses. They were all part of umbrella licenses.
New laws sprouted up in Japan giving artists and their estates more legal ownership to their works, so licensing laws had to be refined and things got much more strict. Mostly happened just after 2008ish after the financial crisis.
So now if a license doesn't show up in a SRW PV for a particular unit we'd like to see...the shows over.
That's why most people moan and groan just after the first PV. Because we know what's allowed to be and what isn't allowed to be in the game already.

In the past it was theorised that during the Alpha days all the Gundams could be classed under the single SD Gundam license so secrets like MSV stuff could be used more easily. On the subject of licensing, you think rights-holders and whatnot will screw our chances of crossover CGs?

It's neat the prologue had some completely new CGs of some characters reacting to Lelouch's death and all that, but what would really solidify Y would be some CGs that contained more than just a singular franchise in them, but knowing how rights are I wouldn't be surprised if some license-holder kiboshed the possibility of their series showing up in the same CG as another's.

Not Roze or Freedom, at least. They were too far out from when they probably expected this game to originally release. They'll be next game.

Gridman Universe isn't impossible but unlikely unless Tsuburaya had been working closely the whole planning stage. But Bandai probably expected this game out originally after season 2 of WFM was expected to finish. Not impossible for them to want to do that considering how early WFM got into SRW.
