Let's be serious, the reason Koji and Tetsuya are the only playable characters in Y isn't because they didn't want to go off script, it's because they didn't want to add the other units. Maybe they didn't want to record new lines for Jun (or pay touse older stock lines), maybe they didn't want to take the Shin versions of Borot and Aphrodite ad change them to make them fit Kaiser, maybe they didn't have the time or budget and favored other things (same for no Bluegar, and the reason being "we're just before the final boss" just to have Jinguji dead and Rei nowhere to be seen is pathetic)
The fact is I have a feeling they decided since the beginning that Koji and Tetsuya would be the only ones playable, just as how they decided Borot wouldn't be in T and 30, or how Cordelia would b playable in 30 and Y (and she didn't even get a proper map sprite in 30 either)
