I think they might, depending on circumstances.
If they were banished in Equestria and something like what happens in Equestria at War happened, where they just were stuck in the ocean trench for a thousand years seething - they, or at least Adagio or Aria, would probably be kind of nettled.
Pic related is Equestria at War's spin on Adagio taking over the entire world after the Dazzlings take Equus(so all of the Changeling lands, all of Equestria, and everything else on the continent) and an argument breaks out between Aria and Adagio leading to a variety of different possibilities in the story:

Adagio's way of running things is literally just maximizing strife and suffering for magic in the mod, in spite of stability consequences to the regime; and it's a pretty horrible place to live in. Aria's method is just watching everything like a hawk and making sure that she knows every single little thing happening, and that everything is setup in the most perfect way possible as to maximize stability in the regime(Adagio doesn't really care about stability and kind of doesn't even understand Aria's concern with it at all; she is only concerned with getting the negativity for more power because in her view, the power will easily make up for any issues with stability). She doesn't really care about the horrendous consequences this has on the living, because in EaW they killed all the Sirens due to them being a problem, and banished her and Aria and Sonata to the bottom of the fucking ocean.
It makes me think that' how good of rulers they would be' probably depends on the circumstances and the way they got to ruling it.

She is the one in the mod that is responsible for arguing for things like better health-care for the populace, and for the enthralling/negativity/strife spell or whatever to not spread over hospitals and what not etc, because they need to be alive to continue feeding them and working for them.
Pic related, one such decision you make you can either go with a lite version of the Siren welfare plan, or a bigger version. I went with the bigger version because I am going for a Sonata run this time and need her influence higher.

Anyway, I like the idea of the three sisters choosing a race to govern. Adagio gets the unicorns, Aria the Pegasi and Sonata gets the Earth pony. If they rule, there are no alicorns in existence, they have been relegated to an old pony legend. Ponies like Sunset Shimmer and Twilight would end up looking up to Adagio for her favor.

I mean it still seems like all they did was just cause a mild inconvenience when they did their shit. Everyone immediately went back to normal and there was no lasting damage on any of the people. And they could have done way more heinous shit with the lee-way given to them with their power.
They do cause harm, but on purpose? No, they literally need to do it to survive. I don't really think that makes them evil per se. They're more akin to just a dangerous animal that Equestria rid themselves of, albeit it breaks down when bringing into the equation they're sentient unique beings.

In that sense I view them more as antagonists than just pure villains.

I hate the idea of our girls being prostitutes, both on an emotional/autist level, and on a story-telling level, because if we go with the 'they've been there a thousand years' thing like everyone usually does - them not having had a nestegg or backup plan for an emergency if they ever need money or something seems kind of stupid. Especially with Adagio. That and the whole 'they pulled a bus out of their asses' thing(unless they actually got that bus before BSP even began or even Rainbow Rocks - maybe they just used their magic to steal that van months(if they were in stasis) or even years(if immortal/there a thousand years) and drove it around and just still had it after losing their magic.
I dunno. It does make for some really good stories though. And I have seen a few ok explanations for why it is the case,

"Sad" stories are not exactly my thing, but I do like wagie Adagio
I remember reading a fic a few months ago centered around the Dazzlings of EQG, their counterparts, not the ones we see in the show.
They're sisters, and Adagio is the oldest, with Aria being a late teen and Sonata a child.
They're orphans, and Adagio works to support her sisters.
It's pretty melancholic most of the time and genuinely conveys Adagio's pov very well.
The parts of her befriending Sunset are cool.
It's a shame the fic is incomplete and ends when something quite relevant happens.

I hope they release the art even if it gets canned.
