Alternatively, her "high-tier" special cutie mark makes it so she can accomplish her goals. Same as Celestia's and Luna's cutie marks that allow them to do what they do since no pony can train to utilize those types of magic. Or Fluttershy's abnormal, unique ability to speak to animals.

Almost all ponies have some level of magic allowing them to do the impossible. Zipping into and out of frame at high speeds, stretching a limb to give a big hug, all sorts of cartoony stuff. Pinkie just has such a massive amount of magic that she can bend reality. She's arguably the most powerful magical creature in the show.
